David F. O’Toole served as a supervisory special agent of the United States Treasury Department, IRS Criminal Investigation Division for over thirty years conducting forensic accounting audits and investigations.

He directed and conducted complex domestic and international investigations involving a wide variety of Federal statutes, including the Internal Revenue Code, The Bank Secrecy Act and Money laundering laws and regulations.  He developed and directed major investigations of legal and illegal entities that facilitated income tax evasion, fraud and laundering of legal and illegal proceeds. The investigations involved using financial investigative methods to uncover conspiratorial frauds where individuals attempted to conceal funds through various means, including false records, nominee transactions and the use of domestic and offshore banks.

Mr. O’Toole was an instructor of money laundering and financial investigative techniques at the National Criminal Investigation Academy, Federal Law Enforcement Training Center in Glynco, Georgia.

Since leaving the United States Treasury Department, Mr. O’Toole has conducted national and international financial fraud and money laundering investigations for government agencies and the private sector including law firms, companies and individuals. His work has included working on internal fraud investigations for national and international clients in New York, Hong Kong, London, Vienna, and Toronto. Among others, Mr. O’Toole was an investigative forensic accountant for the World Trade Center (9/11) integrity, anti-corrupting monitors and he was appointed as a trustee in Federal District Court in New York to oversee the return of millions of dollars to legitimate investors in laundered funds from an investment scam.
