Professional Experience

Mr. Osattin has over thirty-four years of experience in investigations, systems analysis, and corruption prevention.

Mr. Osattin has served as Inspector General and Assistant Commissioner with New York City’s investigative oversight agency, where he planned and directed successful long-term covert operations and vetted the highest level appointees and contractors.  Subsequently, he directed school construction contracting efforts that surpassed all prior years in both volume and total placement of construction dollars. 

As Senior Director and Agency Chief Contracting Officer for the New York City School Construction Authority (SCA), Mr. Osattin directed the SCA’s contracting and procurement process, including sixty employees reporting to four directors.  He established and implemented policy for the Contractor Qualification, Bid & Award, Furniture & Equipment, Purchasing, and Business Development units, and successfully re-engineered the Contractor Qualification Unit.

Mr. Osattin served as Assistant Commissioner with the New York City Department of Investigation (DOI) from 1991 through 1998.  He directed attorneys, auditors, NYPD detectives, and investigators in sensitive investigations.  He successfully re-engineered the Background Investigation Unit, coordinated the Citywide financial disclosure filing process, chaired the DOI training committee and implemented the peace officer psychological screening program.  Prior to his promotion to Assistant Commissioner, Mr. Osattin served as Inspector General for the New York City Department of Health and Office of Chief Medical Examiner.  During his ten-year tenure with that office, he directed joint covert operations that eliminated systemic corruption in both the City’s restaurant inspection program and the Bureau of Vital Records, supervised corruption prevention studies of the Permit Division and the Administrative Tribunal, and advised agency heads regarding security initiatives.
