Professional Experience

After serving as a 1st Lt. in the United States Air Force, Office of Special Investigations, Mr. Baker commenced a long and distinguished career with the Federal Bureau of Investigations.  Mr. Baker served in many leadership capacities throughout his career with the FBI, and at the time of his retirement in 1991, he held the position of Assistant Director, Criminal Investigative Division and was responsible for all FBI criminal investigations worldwide.

Mr. Baker took two hiatuses from the FBI.  From 1974 through 1975 he served as a special investigator for the U.S. Congress, House Appropriations Committee and conducted various extensive investigations.  Additionally, from 1987 through 1989, Mr. Baker served as Special Assistant to the Director and Director of Public Affairs for the Central Intelligence Agency. At the CIA, Mr. Baker worked closely with the Director of Central Intelligence (DCI) William H. Webster.

After retiring from government service, Mr. Baker was named Senior Vice President and Director, Worldwide Anti-Piracy for the Motion Picture Association.  He served in this capacity until July of 1994 when he was elevated to President and Chief Operating Officer of the Association.  He served in the capacity of President under Chairman Jack Valenti.

Before joining Fortress Global Investigations, Mr. Baker worked as an independent consultant, advising the City of Los Angeles Independent Review Panel in an analysis of the organization, culture, policies, training tactics and disciplinary procedures of the Los Angeles Police Department.
